Migration to SharePoint Online (Flank Speed) Operating Environment In June 2021, the Navy began moving its workforce to a single unclassified Microsoft Office 365 (M365) cloud environment known as Flank Speed. This new environment improves our ability to collaborate and access information more securely to support increased remote work requirements. The former MyNavy HR SharePoint Portal was sunset on 9/30/2022, and the content has been migrated to the new SharePoint online environment. MPA 22-22 DJMS-AC Update Schedule for MM MER and First Update for the Work Months of Oct, Nov, Dec 2022 The purpose of this message is to publish the DJMS-AC update schedule identifying the first update, Mid-Month (MM), and Month End Restructure (MER) for the work months of October, November, and December 2022. 3. MPA 24-22 DJMS-RC Update Schedule for the Work Months of Oct Nov Dec 2022 The purpose of this message is to publish the DJMS-RC 4th quarter update schedule identifying the run date, type of update, pay date, and high date paid for the work months of October, November, and December 2022. 4. MPA 25-22 Revision to the DJMS-RC Update Schedule for the Work Month of Oct 2022 The purpose of this message is to advise of the following adjustments to the DJMS-RC update schedule for the work month of October 2022 contained in MPA 24-22. The DJMS-RC Code 1 update, scheduled for Tuesday 27 Sep 2022 PAYDATE/EFT/CHK Date has been moved from a Code 1 update to a daily. C. Ops Alerts: 1. Ops Alert 007-22 Disestablishment of Transaction Service Center Memphis Effective 01 October 2022, Transaction Service Center (TSC) Memphis will be disestablished and will no longer accept new enterprise Customer Relationship Management (eCRM/Salesforce) or Transaction Online Processing System (TOPS) transactions. The disestablishment of TSC Memphis does not impact Travel Processing Center (TPC) Memphis (formerly known as Travel Processing Department Memphis). TPC Memphis will continue processing travel claims and travel advances. TSC Memphis began the process of shifting work to other TSCs in April 2022 as part of the MyNavy Career Center transformation initiative. The disestablishment of TSC Memphis culminates the transition of its workload to the TSCs and Centers of Excellence outlined in NPPSC Ops Alert 004-22, https://flankspeed.sharepoint-mil.us.mcas-gov.us/sites/MyNavyHR_MNCC/NPPSC/ NPPSC%20OPS%20ALERTS/Forms/AllItems.aspx Refer to case routing guidance posted on the MyNavy HR CPPA Resources website: https://www.mynavyhr.navy.mil/Support-Services/Pay-Pers-Support/CPPA-Resources/ for the routing instructions for pay and personnel cases. Any open eCRM cases will be re-routed to the correct TSC for processing. Separations TOPS transactions opened prior to 23 May 2022 will continue to be worked by TSC Norfolk. Effective 01 October 2022, the TSC Memphis Separations Department will transition to TSC Norfolk Det Memphis. D. MPAs and PPIBs: 1. MPA 23-22 Special Leave Accrual (SLA) FY 22 End Processing Information This advisory is being provided in regard to submission of SLA requests and to issue procedures for reporting a member's entitlement to SLA for FY22. In accordance with MPM 1070-050, any leave balance in excess of 60 days on 30 September 2022 will be lost unless subject to Special Leave Accrual described in para. 3 of this advisory. MPM 1050-070 directs that commands identify those members eligible for SLA and verify that a qualifying condition was met in FY22 for individual members of units. The command’s endorsement (by direction is acceptable thru 31 December 2022) should be submitted to DFAS Cleveland via the Defense Workload Operations Web System (DWOWS) via servicing ADSN/PSD/TSC. Commands that do not have access to DWOWS should contact their local pay office for submission assistance. IAW Assistant Secretary of the Navy Memorandum dated 28 Jul 21 regarding The Department of the Navy's Guidance of Special Leave Accrual due to COVID-19 for Fiscal Year 21, qualified members are further authorized to retain such unused leave until the end of FY 2024 (i.e., September 30, 2024). 2. PPIB 22-24 FY-22 Special Leave Accrual (SLA) FY-22 Special Leave Accrual (SLA). This advisory is being provided to highlight SLA entitlement policy and to provide command submission procedures for reporting FY-22 entitlement to SLA described in paragraph (3) of this Bulletin. Command Action. MPM 1050-070 directs commands to identify SLA eligible members and verify that a qualifying condition was met in FY22 for individual members of ships, squadrons, units, etc. It is imperative that commands take appropriate action to identify SLA authorized members and provide the required information no later than 31 December 2022, but no earlier than 30 September 2022. Refer to PPIB 22-24 procedural guidelines provided to assist commands. Prior FY SLA Accruals. MPA 26-22 Temporary BAH Increases for Select Areas (Refer also to NAVADMIN 221/22 below) The purpose of this advisory is to announce that the Central Site will process Temporary BAH (T-BAH) increases for Sailors authorized BAH in 28 Military Housing Areas (MHA) from 01 October 2022 to 31 December 2022 in accordance with NAVADMIN 221/22. No field action will be required. A full list of the 28 MHAs impacted and Frequently Asked Questions can be found at https://www.mynavyhr.navy.mil/References/Pay-Benefits/N130C. It is important to note that if the service member's MHA is not listed, the service member is not eligible for a BAH increase. Service members are encouraged to review the BAH rate charts carefully as rates vary within MHAs (e.g. some ranks may not see an increase). 4. PPIB 22-22 Service Member in Transit in Government Quarters Single sailors in transit between Permanent Duty Stations (PDS) assigned Government Quarters are not authorized Basic Allowance for Housing (BAH). Several single sailors, while assigned to Government Quarters at intermediate Temporary Duty locations, have been incorrectly paid BAH for their previous PDS location. These payments are contrary to DoDFMR Volume 7A Chapter 26 Section 10.10, Service Member In Transit. Further, Section 10.10.5.1 states that in all cases for a service member in transit, the following decisions must be made: if service member is assigned government quarters adequate for the service member and the dependent, if applicable, then the service member is not authorized BAH or Overseas Housing Allowance (OHA). Start BAH or OHA effective the date of the quarters termination, as applicable. DoDFMR Volume 7A Chapter 26 Section 10.10.3.1, a Reserve Component member without a dependent attending accession training is authorized BAH or OHA based on the primary residence location at the time called or ordered to active duty if the service member maintains a residence and continues to be responsible for rent or owns the residence. This is the only exception for single sailors to receive BAH while assigned Government Quarters. The accession pipeline ends upon a sailor reaching their first PDS, which includes scheduled training locations over 139 days. 5. PPIB 22-25 Emergency Evacuation LOA for the State of Florida (Fiscal Year 22) The purpose of this message is to disseminate the FY-22 Lines of Accounting Classification (LOA's) to be utilized in processing evacuation travel claims for military dependents (MPN & RPN) connected with the Ordered Departure (OD) for the State of Florida, per COMNAVREG SE Jacksonville FL Ordered Departure for the State of Florida for Emergency Declaration dated 24 SEP 2022, effective September 24, 2022. The LOA's published in this PPIB are to be utilized only for military dependents (MPN & RPN) evacuation payments for FY-22. The LOA's published in PPIB 22-26 (see below) are to be utilized only for military dependents (MPN & RPN) evacuation payments for allowance earned/accrued on and after October 1, 2022, for FY-23. For military members and government employees and government employee dependents, commands will utilize command TDY O&MN funds. Reporting Requirement. It is imperative that commands issuing evacuation orders utilizing the LOA's listed in this PPIB provide a copy of the orders issued to BUPERS 704, at email: Shirley.maki@navy.mil. Payment Support. Personnel who are in an evacuated status in excess of 30 days should file a travel claim every 30 days in lieu of per diem advances. Commands should submit all non-DTS travel claims connected with this event to askmncc.fct@navy.mil. All emails containing PII, including vouchers, must be encrypted. NAVADMIN 221/22 Temporary Increase In BAH Rates In Select Areas (Refer also to MPA 26-22 above) This NAVADMIN announces temporary Basic Allowance for Housing (BAH) increases for Sailors authorized BAH in 28 Military Housing Areas (MHA) from 01 October 2022 to 31 December 2022. The Deputy Assistant Secretary of Defense for Military Personnel Policy has approved temporary BAH rate increases for MHAs that have experienced an average increase of 20 percent or more in rental housing costs as determined by rental housing market data collected by the Department of Defense (DoD) from March to August 2022. Navy centric MHAs listed include San Diego, CA (CA038), Miami/Fort Lauderdale, FL (FL061), Kings Bay/ Brunswick, GA (GA074), Newport, RI (RI256), and Providence, RI (RI257). NAVADMIN 219/22 Closure of the National Defense Service Medal (NDSM); Changes to Eligibility for the Global War on Terrorism Service Medal (GWOTSM) and for the Inherent Resolve Campaign Medal (IRCM) Purpose. To announce changes in eligibility for the National Defense Service Medal (NDSM) and changes to the Global War on Terrorism Service Medal (GWOTSM) and Inherent Resolve Campaign Medal (IRCM), as ordered by the SECDEF. NAVADMIN 213/22 2022 Meritorious Advancement Program Season 2 - E5 TIR Correction (Corrected Copy) This NAVADMIN amends NAVADMIN 174/22, 2022 Meritorious Advancement Program Season Two, with respect to the Time In Rate (TIR) requirement for E-5s to advance to E-6 via the Meritorious Advancement Program (MAP). Paragraph 2 of NAVADMIN 174/22 contained administrative errors. In line with the TIR requirements used in previous MAP seasons, paragraph 2.a. of NAVADMIN 174/22 is corrected to read: “E-5: 01 July 2021.” and paragraph 2.b. of NAVADMIN 174/22 is corrected to read: “E-5 (Nuclear-Trained Sailors): 01 July 2020.” All other tenets of NAVADMIN 174/22 remain unchanged.
